The Housing Board Haryana came into existence during the year 1971 in pursuance of the Haryana Housing Board Act (Act No. 20 of 1971). The Act was published in the State Government's Extraordinary Gazette of May 18, 1971. The main objective of the Board is to construct houses for allotment to the public in accordance with the guidelines issued by the State Government and the prescribed procedure. The emphasis is to construct houses for socially and economically weaker sections of the society. At the apex level, there is a Board of members appointed by the State Government under Section 3 of the Act. Chairman heads the Board. The Board so set up decides all the policy matters. Chief Administrator is its Chief Executive. The Board has set up construction divisions, design cell, and other necessary para-phernalia for carrying out various activities.
The Board arranges land from Haryana Urban Development Authority (HUDA) in various urban estates. After arranging land, the architectural drawings of different categories of houses including layout plan of housing colony are prepared. Thereafter, sale prices of the houses is worked and applications are invited through press advertisement from the prospective buyers of the houses. Construction of different categories of houses is taken up. List of successful applicants/waiting list is prepared by draw of lots keeping in view the number of houses under construction. The registration money is refunded to the unsuccessful applicants after keeping waiting list to the extent of 25% of the number of houses.
Once the houses are ready for allotment, the allotment price is intimated to beneficiaries. Simultaneously, draw of lot is held for allotment of specific house to the successful applicant. Thereafter, the possession of houses is handed over to the successful applicants and the balance cost of houses is recovered in monthly installments from the allottees.
According to Section 3 of the Haryana Housing Board Act, 1971, the Board consists of Chairman, Chief Administrator and such other members, not more than twelve and not less than six, as the State Government may, from time to time by notification, appoint. Chairman is head of the Board and exercises powers as mentioned in the Act and Regulations of Business framed under Section 74 of the Act. Chief Administrator is Chief Executive of the Board, who looks after the day-to-day functioning of the Board and oversees the implementation of policies formulated by Board of members.

The Chief Administrator of Housing Board Haryana is the Chief Executive Officer of the Board. At Headquarter, the Chief Administrator is assisted by the Chief Engineer, Secretary, Architect, Town Planner, Chief Accounts Officer and Deputy District Attorney.
The set up of each wing is as under: -
The administration wing is headed by the Chief Administrator of the Board who is assisted by the Secretary, Superintendent and other supporting staff. All the matters pertaining to establishment and personnel are dealt by this branch.
At the Headquarter, the Engineering wing is headed by Chief Engineer, who is assisted by a Superintending Engineer, one Executive Engineer along with supporting staff. There are five civil construction division located in the field. Each division is headed by an Executive Engineer. The Head Quarter of divisions are based at Ambala, Karnal, Rohtak, Gurgaon and Faridabad. In order to bring greater efficiency in the execution of various housing projects of the Board, to manage the projects more effectively and to make the Assistant Engineers and Junior Engineers more accountable the project wise deployment of Assistant Engineers and Junior Engineers have been made.
Architectural Wing is headed by Architect who is assisted in Head Office by an Assistant Architect and Architectural Assistant along with other supporting staff. Architectural design of different categories of houses including commercial and other buildings are prepared by this branch.
Town Planning Wing is headed by a Town Planner who is in Head Office assisted by an Assistant Town Planner and a Planning Assistant along with other supporting staff. This branch is looking after the work of preparation of layout, plan of housing colonies and arrangement of land for developing new housing colonies.
Accounts Wing is headed by a Chief Accounts Officer who is in Head Office assisted by one Accounts Officer and a Section Officer along with other supporting staff. This branch is looking after the financial management of the Board.
This branch looks after all the legal matters and court cases. The Branch is headed by a Law officer who reports to the Chief Administrator through secretary.
There are two Branches in the Head Office. One is looking after Property Management and the second is looking after the Enforcement & Audit. Both the Branches are headed by the Secretary. The work of Branches is looked after by a Chief Revenue Officer, who is assisted by one Revenue Officers and other supporting staff. The work of Enforcement & Audit Branch Recovery Branch are being looked after by a Chief Revenue Officer, who is assisted by a Revenue Officer and one Assistant Research Officer, along-with other supporting staff.
Both the Revenue Branches are assisted by twelve Estate Managers in the field. The Headquarter of three Estate Managers is at Faridabad and that of the remaining nine Estate Managers are at Panchkula, Ambala, Kurukshetra, Karnal, Panipat, Hisar, Rohtak, Gurgaon and Rewari.
The Secretary of the Board has been designated as Chief Vigilance Officer. As such, he heads this Cell and reports to Chief Administrator. The Secretary is assisted by one Executive Engineer who is also designated as Vigilance Officer.

Since its inception in 1971 and till 31st March 2007, the Board has constructed 61,375 houses under different schemes such as Hire Purchase, Rental Housing and Self Financing in urban areas mostly by taking loan from Housing & Urban Development Corporation, (HUDCO), a Government of India's Undertaking. Out of these houses, 43,997 houses are meant for Economically Weaker Section (EWS) and Low Income Group (LIG). The Board has also constructed houses for employees of Revenue and Police Departments, Kurukshetra Development Board and Mewat Development Board.

The Board has also constructed 3033 houses in 44 villages of Haryana. The Rural Housing Scheme was taken up by the Board in October, 1980. The houses were constructed on the plots allotted to beneficiaries under 20 Point Program, free of cost by the Revenue Department. The construction was started during the year 1981-82 and continued till March, 1985.
In addition, the Board has planned 1030 shopping booths and 149 commercial sites in its various colonies.
